tests/fate/swscale: skip fate-sws-uops-macros without int128
This is very slow otherwise (10x slower than with native int128). Developers can still manually run it if they need to, but we should exclude it from the default FATE target. Signed-off-by: Niklas Haas <git@haasn.dev>
